The 2025 legislative session is officially underway, and we’re already seeing exciting progress for Death with Dignity bills across the country. In fact, the first public hearing of the year has already been announced!

Here’s what is happening so far:

Bill introductions

  • Delaware introduced The Ron Silverio/Heather Block Delaware End of Life Options Act (HB140), and the bill is now in the House Health & Human Development Committee. While Governor John Carey vetoed last year’s Death with Dignity bill, we are thrilled that Delaware’s new Governor Matt Meyer has expressed public support for signing this session’s bill.
  • In New York, the legislature introduced the Medical Aid in Dying Act (A136/S138). The bills are now with the Assembly and Senate Health Committees. A poll we commissioned last year showed that 72% of New Yorkers support medical aid in dying – a strong foundation to build on this session!
  • Illinois introduced the End-of-Life Options for Terminally Ill Patients Act (HB1328/SB9). This marks only the second time since 1997 that Illinois has introduced a medical aid in dying bill. With last year’s momentum, we’re hopeful for progress in 2025!
  • The Indiana legislature introduced the End of Life Options Act (HB1011). The bill is now with the House Committee on Public Health. Representative Matt Pierce continues to champion medical aid in dying by introducing this legislation for the seventh consecutive year.
  • The Missouri legislature introduced the Marilyn Teitelbaum Death with Dignity Act (HB 453). The bill has already had its first and second readings in the House, and we’re closely monitoring its progress as it moves toward being assigned its first committee.

Public hearings

Huge news from New Hampshire! Last year, the Granite State made history by passing its Death with Dignity bill on a bipartisan vote for the first time ever. The bill passed out of the House of Representatives and prevailed against our opponents! This victory was a testament to the support of New Hampshire advocates and patients and proved to be a powerful rebuttal to our opponents.

This year, the fight continues as the legislature has introduced the New Hampshire End of Life Freedom Act (HB254). The bill already has a public hearing scheduled for Wednesday, January 29 at 1 PM EST in the House Judiciary Committee.

Opposition bills

In Montana, Representative Carl Glimm introduced SB136, a bill that would criminalize physicians who assist patients in ending their lives, even with the patient’s consent. This dangerous bill could effectively ban Death with Dignity in the state – and we’re not okay with it.

We’ve seen how far opponents are willing to go to block access to medical aid in dying. Last year, their underhanded tactics surfaced in states like West Virginia, Indiana, and New Jersey. That’s why we’re committed to exposing their insidious tactics—to ensure these efforts are exposed and countered.
